v1.2.0 - Notification formatting & delivery reliability
Harden the notification path end-to-end. Existing scope: migrate richer channels onto the shared formatter (#14), stored redirect-token / open-redirect-safe short links (#13), resolve formatter open questions (#15). Audit additions: delivery outbox so failed sends retry instead of silently dropping (F-11), pipeline concurrency/lifecycle fixes (F-14), per-type channel-config validation (F-16), non-blocking Twilio send (F-17), SMS segment-aware budgeting (F-32, folded into #14). New channels/UX: email/SMTP channel (I-10), warning acknowledgement + escalation (I-11, after F-11), temporary location snooze/mute (I-12), end-to-end pipeline drill (I-16), NWS CAP fallback source (I-08).
