Throttle comment volume per identity/IP.

  • Per-IP comment rate (Redis-backed, same infra as existing limiters)
  • Slow mode per motif: configurable minimum interval between comments from the same IP/identity
  • Global rate cap per motif per time window (configurable by motif owner)
