v8.0.0 - Public Comments & Moderation
Builds a production-grade moderation layer, then unlocks the anonymous/public comment path gated off in v3 P5.
Done when: unauthenticated visitors can comment, with bot prevention, rate limiting, automoderation, a review queue, commenter controls, per-motif settings, and an admin kill-switch all in place. SMTP (v6) is a prerequisite for commenter notifications. The review queue built here also replaces v7's stub moderation queue.
