Tools to manage individual commenters.

Trusted commenter list: approved identities bypass the queue (per motif and global)
Shadow ban: comment visible to submitter, hidden from everyone else
Block by identity: block a name + IP pair at motif or global level
Ban by pattern: admin-level block by name substring, email domain, or IP CIDR
IP blocklist: admin-managed; blocked IPs get a 403 with no detail
