Where held comments get triaged.

  • Held comments visible to motif owner and admins in a dedicated panel
  • Per-comment actions: Approve, Reject (optional stored reason), Spam (reject + blocklist identity)
  • Bulk actions: approve all, reject all, mark all as spam
  • Moderation log: every action recorded (actor, timestamp, reason), appended to the existing audit_log
